High Elf citizens are all trained in the arts of war. Skilled warriors all, they group up into units of Spearmen, forming defensive lines where they're most needed. They can be fielded as 32 High Elf Spearmen with full command or two units of 16, each with full command.
Assembly is required, side-cutters (clippers) and plastic or super glue are recommended.
